Follow-up Comment #1, bug #49332 (project octave):
You have cruft left over in your MXE directories or in one of your directories
on Windows if you have been using zip-dist rather than the Windows installer.
On the Windows side, try uninstalling Octave and verifying there is no gsvd.m
left in
C:\Octave\Octave-4.3.0+
On the MXE build side, you could start over in a new directory and clone the
MXE repository. This would definitely be the safest path.
You can also probably just execute 'make clean'. But to check that it has
worked, try
find . -name 'gsvd.m'
