Details:

In the screenshot you see a one-byte character encoding "latin1" in GUI. It
does not contain Cyrillic characters, it causes problems for some users.
There is no way to use Russian letters for the variables and the name of the
dialog box.

It is known that are currently Octave uses one byte for char arrays. Is it
possible to introduce an additional environment variable that controls the
encoding in the GUI?
