I have fixed it here http://hg.code.sf.net/p/octave/image/rev/e5072d495fd0 and
will be part of the next patch release, 2.6.1

I would warn against relying too much on this function as it will eventually
have to be removed and replaced with another that is Matlab compatible (even
though the image package has had this function since 2002 and Matlab only
implemented in 2014). If you are interested in implementing one that is Matlab
compatible that would be great but it would be on the next minor release 2.8.0
