Follow-up Comment #21, bug #49222 (project octave):
Taking into account bug #43099, I think I'll adapt the fixes I pushed so that
the utf82native conversions and _vice versa_ need to be requested explicitly
by the user with the options struct in oct2xls / oct2ods / xls2oct / ods2oct
functions.
That leaves users on older Windows versions at least an option to display
umlauts etc. in the terminal.
On Windows 10 it all seems to function properly with qt5 & the patches in bug
#43099 (see there).
