Follow-up Comment #16, bug #49386 (project octave):

@Hartmut:  As to your 5th bullet remark:
The GUI console in Windows (up till at least Win7, I don't know about 8 or
8.1) has never worked as good as bash and friends.

Earlier Octave versions for Windows (from before mxe-octave & the GUI) invoked
mingw-based terminals (for example, rxvt in octave-3.2.4). These *may* have
performed better, but from that time we have little or no bug reports about
non-ascii character display AFAIK.
