Follow-up Comment #3, bug #49510 (project octave):

Thank you for investigating this.  I get a 0 when I run the
chk_spreadsheet_support function.  Indeed, when I explicitly try to force
'COM', it says COM is not supported. 

I am firewalled from the sourceforge.net site, so I am not able to download
the windows package. I even tried emailing the package from my personal
account and that was also blocked.
