Follow-up Comment #1:

Did you build OpenBLAS with 64-bit indexing? The build script that you
provided doesn't look like it does that.

Can you also provide either the stdout of Octave's configure or the full
config.log file from the failed configure run? Octave's configure script
should check for a working "-lopenblas" as the preferred option when no
--with-blas options are given.
