Follow-up Comment #36, bug #49118 (project octave):
This bug won't stop the 4.2 release, but it is going to be a hard one to fix.
Usually one wants to convert encoding, if necessary, at the boundaries of the
application and then use whatever encoding was chosen internally in a
consistent manner. But Octave's insides and outsides are all jumbled so that
there are places in load/save, in the GUI, in the LOADPATH, etc. where the
encoding matters.
