Follow-up Comment #9, bug #47886 (project octave):

If the problem is with building documentation, I think the option you want is
"--without-OSMesa" (note mixed case). Octave will still be built with support
for on-screen figures with OpenGL, just not printing of invisible figures, and
the documentation plots will be built using gnuplot.
