Follow-up Comment #14, bug #49637 (project octave):
Yeah, I get intermittent timeouts from sourceforge also, assuming it's
occasional problems with the mirror network.
Let's give FFE a day or so to respond about the installation permissions
error, but I think that's not at all related to this bug report and is just a
normal administrator vs unprivileged user situation.
