Details:

Fedora has started compiling everything with
-Werror=implicit-function-declaration and -Werror=implicit-int, see
https://fedoraproject.org/wiki/Changes/Fedora26CFlags

This causes compilation errors in an autoconf check that leads to:

checking whether gfortran generates correct size integers... no
configure: error: your Fortran compiler must have an option to make integers
the same size as octave_idx_type (int).  See the file INSTALL for more
information.

The attached patch fixes this and another check.
