Details:

The signal package contains an upfirdn function per the doc, and also has an
upfirdn.cc file. However installing and loading this package does not make
this method available. I had to unzip the signal tarball, enter the src folder
and call make, then add the src as a path to octave. Then calling upfirdn
worked, as the upfirdn.oct builds fine. I think this is a bug.
