Follow-up Comment #2:

The axes properties "xaxislocation" and "yaxislocation" can be set to "origin"
now which should be treated correctly by the gnuplot, qt and fltk graphics
toolkits (the latter two work only in the dev version which will probably
become Octave 4.4 next year, see bug #48562).

Closing this feature request as fixed.
