Follow-up Comment #2:
This looks like a Debian system configuration or packaging issue, not a bug in
Octave.
Octave 4.2 comes with an octaverc file that no longer contains the command
that you are referencing. The Debian package installs this file as a conffile
so you can make local modifications to it.
Debian packages typically allow you to keep or replace config files. Can you
confirm whether the files /etc/octave.conf, /etc/octave.conf.dpkg-old, or
/etc/octave.conf.dpkg-new exist? If you properly install or merge the new
conffile provided by the Debian package, you should not get this error.
