Details:

Observed on 4.0.X as well as 4.2.0 on Windows 10
When other programs write/rewrite files in the Octave's current directory, it
crashes and also affects perhaps Windows Explorer (for instance, copy/paste
feature in Windows stops working). A system restart solves the problem.
Sometimes ending the task (in task manager, as Octave is not responsive) and
then launching it again (for multiple times with some delay) solves the
problems.
