Follow-up Comment #1:
What Octave - 32-bit or 64-bit?
If you have 64-bit Java (in C: \Program Files) as you seem to suggest, try to
install 32-bit Java as well (no harm on Windows, I've got the same setup) and
try to run Octave again.
BTW AFAIK installing Octave shouldn't be hampered by absence of Java or other
bit width - Octave should just run but it's just that some functions don't
work w/o Java.
