Follow-up Comment #3:

Octave provides .vbs scripts to set up the environment to run GNU Octave
correctly on Windows. If your system has been corrupted so that the registry
has a bad entry making it impossible to run a .vbs file, that is not a bug in
GNU Octave. There does not appear to be a bug with Octave or the installer
here, rather a system configuration problem that others on the mailing list
may or may not be able to help with. This is not the appropriate forum. Please
see http://www.octave.org/support for how to post on the mailing list asking
for help getting Octave working.
