Follow-up Comment #2:
I committed the cset here
(http://hg.savannah.gnu.org/hgweb/octave/rev/1b2525cdd110). I changed the
call to "::lower" to just "lower" to match other instances in the file.
Also, even though this has a low probability of causing problems, it doesn't
really fix something critical so I changed it to apply to the default branch
rather than the stable branch.
