Details:

The serial function, normally part of the instrument-control package is not
included with the 4.2.0 installer of GNU Octave (from
https://ftp.gnu.org/gnu/octave/windows/). The package is installed correctly
as part of the Octave installation, and it also loads correctly, but the
serial function is nowhere to be found:

I reckon the compiled library serial.oct should be in (for the x86 version,
the problem is the same for the x64):

dir%\Octave-4.0.3\lib\octave\packages\instrument-control-0.2.3\i686-w64-mingw32-api-v51\


with the other compiled libraries from the package, but it isn't.

Manually installing v0.2.3 of the instrument-control package fixes the
problem.
