Follow-up Comment #43, bug #49118 (project octave): With the attached patch Octave also no longer crashes in Windows when calling dir in a directory with non-ASCII characters. It also no longer needs a newer compiler since I went back to using the conversion function supplied by the WinAPI. I wrapped those calls in functions in a new header oct-winapi.h which must only be included for the Windows API. Is this conceptionally OK?
