Confirmed. It looks like a change was made on the stable branch to fix bug
#49779:

This change first attempts to open the output file for writing, which
truncates the output, and then deletes it. This breaks the -append option,
which works fine for me in version 4.2. Marking as a regression and raising
priority, this should be fixed on the stable branch before the next point
release.
