Follow-up Comment #3, bug #50284 (project octave): What version of Windows do you use? If I remember correctly, UTF-8 support was non-existant in Windows XP, incomplete in Windows 7 (and maybe also in Windows 8) and did not work correctly before Windows 10. The command window in Octave is basicly the Windows command prompt and (at least for the time being) we have to live with its limitations.
