Follow-up Comment #1:

I changed the title to include the minimum version of lapack needed to show
the issue, which does not occur with the openblas implementation only.

I am still investigating why my patch does not work, even
if it did work it would still need to include autoconf tests
to determine the available version of *ggsvd* functions in
order to preserve backwards compatibility.
