Follow-up Comment #28:

Re-titling to better distinguish the scope of this bug from bug #43099 and
changing the affected release to "dev".

I can reproduce the issue here in Windows 10 with Octave 4.2.1 and a fairly
recent dev. It is not possible to enter any of the following characters (with
a German keyboard layout) in Octave's command window:
"ÄÖÜäöüßÂÊÎÔÛâêîôûÁÉÍÓÚáéíóúÀÈÌÒÙàèìòù´°§µ"
They are just ignored. It is however possible to enter these related accent
characters: "^`"

Pasting the former string in the command window leads to nothing being
pasted.

Entering any of these characters in the GUI editor works fine. All characters
are also displayed correctly when I run a file with the following content:

a =
"ÄÖÜäöüßÂÊÎÔÛâêîôûÁÉÍÓÚáéíóúÀÈÌÒÙàèìòù´°§µ"
