After reinstalling Octave:  still does it.

No OF packages loaded.
Just start "Octave (GUI)" and click things.
However, it's my understanding that some packages are loaded implicitly (e.g.,
general and miscellaneous).  Here's my path immediately after startup:

It still does it after closing/showing the Command Window, and/or the File
Browser, and/or the Workspace, and/or the Command History panes.

During installation, Octave reported that it couldn't find a JRE.  There is a
JRE installed, and on the path, but the items on the path are symlinks.  I
could not find a way to tell Octave where to look specifically.

During installation, I selected the [default] "OpenBLAS" library.

No idea if any of that matters.
