Follow-up Comment #1, bug #51038 (project octave):

How do you propose that this would work?

The only way I can see that you could overload a short-circuit operation is if
the language had some notion of unevaluated arguments.  But Octave doesn't
have that, and I don't think it would be a good idea to add it.
