Follow-up Comment #3:

I installed Octave on a windows 8 machine recently and confirmed that it does
instead report windows 8 as windows 10 in the installer.

The issue appears to be that the version 6.3 is Windows 8, however in Windows
10, they changed where the version number is maintained (yet kept the old
registry value and number)

I will change the installer to use the new registry value, and if that fails,
read the old version information
