Details:


If I select some text outside of octave and put it on the clipboard and then
open the octave gui:

1. the octave main menu does not allow the paste option

2. the editor doesn't allow the paste option via context menu or toolbar

3. the command window Paste is always enabled and on selection of the paste
menu pastes the data from the clipboard ok.


If I select data after octave is opened (either in octave or outside of
octave) the paste items are then enabled.

I see the same both in octave-dev in fedora (running in a VM) and octave 4.2.1
in Windows 10
