Follow-up Comment #11, bug #51351 (project octave):
Yes, as I suspected, we need to set both
gl_cv_func_gettimeofday_clobber=no
gl_cv_func_tzset_clobber=no
when cross-building for Windows. See this recent thread on the bug-gnulib list
(https://lists.gnu.org/archive/html/bug-gnulib/2017-07/msg00054.html)
In the same message Bruno says they will try to add hints to allow
cross-compiling for Windows to do the right thing.
