Follow-up Comment #5, bug #51678 (project octave):
FWIW my workaround is usually to just look for all the files that say "is
unchanged" in the build output, delete them manually, rebuild, and that takes
care of putting all the timestamps in the right order. And is usually a little
faster than a full rebuild after a maintainer-clean.
