Follow-up Comment #18, bug #36954 (project octave):

The status is that it "works for me", in my timezone (CEST).

Someone more knowledgeable in DST etc. will have to morph into something that
has a chance to be included in core Octave. I don't have that knowledge and I
lack time/urgency.

As to Mike -IMO legitimate- performance concerns, just above the place where
my patch would apply there are already three consecutive unconditionally
executed strrep statements - 'nuf said.
