Follow-up Comment #27, bug #36954 (project octave):

Philip - can you please run the attached script tztest.m on Windows with an
unpatched Octave? Either dev or 4.2 should be fine. I want to see what output
you get, I want to know if setting the TZ environment variable does anything
on Windows, and if it accepts the same time zone specification formats as
POSIX.

Here's what you should see


>> tztest
bug #36954 occurs on 2017-03-12 02:15:00 with TZ=EST+5EDT,M3.2.0/2,M11.1.0/2
bug #36954 occurs on 2017-03-26 02:15:00 with TZ=CET-1CEST,M3.5.0/2,M10.5.0/2

This is basically the test that I am going to add for this fix, but I want to
know if it will work on Windows or if I should flag it to run on Unixy systems
only, which would be a shame.
