Follow-up Comment #51, bug #49118 (project octave):
Thank you for testing, Avinoam.
The attached patch also adds support for opening files with non-ASCII
characters in functions that use std::ifstream. That includes dlmread (bug
#51836).
I haven't found a portable solution for writing to a new file with
std::ofstream (other than using the C++17 std::filesystem::path which is very
new or Boost).
