Follow-up Comment #5:

This is annoying, but I find that Octave is now working correctly.  This is
with cset 23970:37f3c4416f2e and with Qt 5.6.1.  I don't know how I got the
previous behavior, but the figure is definitely still visible now and it has
the Modal property preventing the rest of the GUI from responding to mouse
clicks.
