Follow-up Comment #15, bug #51830 (project octave):

I don't think we are using the gnulib gethostname wrapper, I think configure
is detecting that it is not necessary. I do not see a
libgnu/.libs/gethostname.o in my last mxe-octave build log.

So it looks like we do need to somehow initiate the WSAStartup function before
gethostname is called in the gnulib uname replacement. Maybe this should be
reported to gnulib rather than making our own workaround?
