Follow-up Comment #30, bug #51830 (project octave):

Confirmed here, building with the default --enable-windows-64, the gethostname
test passes, so the gnulib wrapper is not used. Building with
--disable-windows-64, the gethostname test fails, so the gnulib wrapper is
used. And I think this all has to do with the order of libraries, different
depedencies between the two different msys runtimes maybe, and the fact that
we are adding -lws2_32 by default on Windows builds.
