Follow-up Comment #23, bug #45026 (project octave):
also happened to me. windows 10 with version 4.2.1
manualy changed to default and got fixed.
could it be that the program try to import local shortcuts and at the same
time can't read hebrew charcters leaving all the shortcuts as ctrl+
