Follow-up Comment #2, bug #52102 (project octave):
I think the issue is that the installer checks some registry values
representing the installed Windows version and thinks any number above the one
for -say- Windows 8 indicates a Windows 10 box.
There have been other reports on this already quite some time ago, in the bug
tracker or mailing list. But AFAIU his has been fixed.
The again, maybe Win 8.1 fell in between somehow?
