Follow-up Comment #7, bug #52229 (project octave):
Searched again, and then it turned out that in my mxe-octave build tree, in
src/default-octave.mk, the sundials-ida dependency wasn't mentioned. Why is
beyond me; but after fixing that & downloading ida-2.9.0 cf. the URL you gave,
ode15i & ode15s work :-)
