Follow-up Comment #15, bug #52260 (project octave):

This bug was observed in a VMWare virtual machine, not AMD or Nvidia, see
comment #7. The VMWare guest video driver is Mesa-based I believe.

See also comment #8, turning off accelerated graphics in the VMWare machine
settings also restored the correct rendering. This setting probably forces a
Mesa software driver to be used.
