Follow-up Comment #8, bug #52250 (project octave):

Yes, appmenu-Qt5 was installed and uninstalling it makes Icons fall back to
Tango theme. 
So the difference is that with your patch and appmenu-Qt5 installed:
* Icons are the ones from my desktop, without having to set
"QT_QPA_PLATFORMTHEME=appmenu-qt5" as I had to do before the patch (e.g. for
comment #2).
* The main menu is present and functional
