Details:

The docstring of whos_line_format says that
"Every command may also have an alignment modifier".

But as long as there is "%c" in the string of whos_line_format, running "whos"
will raise an error. To avoid error, an modifier must be added i.e. to use
"%lc" or "%rc".

octave:271> whos_line_format ("%c;\n")
octave:272> whos
Variables in the current scope:

error: whos_line_format: ';' is not a command
octave:272> whos_line_format ("%c:-1;\n")
octave:273> whos
Variables in the current scope:

error: whos_line_format: ':' is not a command

It seems that once it sees "%c" in the string, it takes "c" as a modifier
rather than a command.
