Follow-up Comment #3, bug #52830 (project octave):
The configure script is looking for the postgres database config tool
(pg-config), which it doesn't need to, but fails the configure it it cant find
it.
So if you have the postgres dev tools installed (like mxe for windows does) it
will work ok.
