Follow-up Comment #17, bug #52361 (project octave):
It seems that on windows, the QClipboard signal, which is emitted when the
clipboard contents changes, does not work. At start up, the related slot is
explicitly called once for dis- or enabling the paste action depending on the
state of the clipboard. That's why pasting is possible when the clipboard
contained data at start up.
Unfortunately, I do not know the reason for the broken signaling mechanism
(yet).
