Follow-up Comment #33, bug #45458 (project octave):

I see this under Windows 10 as well, using GNU Octave-4.20. Even for a simple
plot, it takes a while to come up.

There are discussions around this on stack overflow, and adding this line:
graphics_toolkit('gnuplot');
at the end of c:\Octave\Octave-4.2.0\share\octave\site\m\startup\octaverc
Nicely makes it work. Instant plots with that change.
