Follow-up Comment #49, bug #45659 (project octave): If another configure like that still says it is linking against ATLAS, that means you have libatlas-base-dev installed but you do not have libopenblas-dev installed, and you have libopenblas-base configured as the default BLAS library. This is a bad configuration. Try either uninstalling all ATLAS packages or installing libopenblas-dev.
