Follow-up Comment #51, bug #45659 (project octave):

Is this something we can fix?  How can we prevent other libraries from
directly linking with other libraries?  Or, how can we detect that linking
with -lblas will just do the right thing?  Do we have any way of knowing that
there is some kind of packaging magic going on behind the scenes to cause
-lblas to really be Atlas or OpenBLAS or whatever and that it will be managed
consistently for all dependencies that might use BLAS functions?
