Follow-up Comment #2, bug #53085 (project octave):

Hi Mike

Please see attached.

With Fs_new = 2000Hz the output tone is 400Hz (aliased down from 2400Hz due to
under-sampling). 

With Fs_new = 2200Hz the output tone is 200Hz (aliased down from 2400Hz due to
under-sampling).

With Fs_new = 2100Hz the output tone is *nothing* and should be 300Hz (aliased
down from 2400Hz due to under-sampling).
