Follow-up Comment #33, bug #53151 (project octave):
I pushed the following changeset:

HAVE_QT_OFFSCREEN implies Qt. Other tests that require a graphical display
also check have_window_system so this should be done anyway and won't need to
be changed if we eventually have a way to create a virtual display on the OS X
buildbot system.
