Details:

After going through https://wiki.octave.org/Signal_package#Missing_Functions
I implemented peak2peak function.Which later administrators marked as
duplicate saying it's in progress(By someone else).I think it would be good if
the sites also provide the status of missing function like 'ready to
merge','in progress','nothing' etc.
